May Day Beer Festival at Berkswell, St. John Baptist

There will be a May Day Beer Festival at Berkswell, St. John Baptist on Friday, 1st May, 2015 at 7.30 - 10.30 p.m.
Tickets are £10 which includes the prices of four halves of beer/cider or if you prefer three halves and a hot dog. Thereafter, tokens can be bought for £1.50 each. There will be wine and soft drinks available. Soft drinks will be supplied free of charge for drivers.

Tickets can be obtained from the Parish Office at Church, Mondays to Fridays, 9,30 a.m. - 1.30 p.m., or from the Rector after the Sunday Service, c. 11.15 a.m.

Alternatively, tickets can then be sent to your home address on receipt of payment in the Rector's pigeonhole (located immediately to the left of the main door of the Church and provision of a stamp addressed envelope).

For licensing reasons, the event is adult only

He is a coordinator for the student 'Summer of service" volunteer scheme, where students live with a host family (Jewish, Christian or Muslim) in Palestine and Israel and undertake voluntary work in schools, community centres and peace projects.

He was as a Trappist monk living out a particularly strict interpretation of the Rule of St. Benedict. He was a writer and spiritual guide of remarkable range and sympathy, keeping up a vast correspondence with the major literary and religious figures of the age within the constraints of his life as a hermit. He found in the movement of contemplative prayer remarkable points of convergence with other Christian and faith traditions.

Speaker: Revd Dr Mark Bratton

Mark Bratton is Rector of St. John Baptist Berkswell and Rural Dean Missioner of Kenilworth. He is current Vice-Moderator of Churches together in Berkswell and Balsall Common. He is also an Associate Fellow in Clinical Education of the University of Warwick Medical School where he teaches medical ethics and law. He studied Theology at Oxford University where he was taught by the remarkable Sister Benedicta Ward SLG.

Come and say hello
As part of our on-going commitment to make the Council more accessible to residents we will be running trial “open sessions” during March. Our new clerk, Sharon Butterworth, will work from the Balsall Common library and Berkswell Stores’ Team Room for two hours each week during March. We hope this will enable residents who are unable to attend our monthly meetings to raise any issue with Sharon directly in an informal and open environment – so do come along and say hello. She’ll bring issues and questions raised to our next meeting, and respond directly back to you with any outcomes.

Spirit of Berkswell website - You’ll have read in the last issue that www.berkswell.org is now live and now incorporates the websites for the Parish Council, Church, Berkswell Society and the School. This is just the first phase of development of this exciting initiative. The next phase will be to incorporate many more community, clubs, societies and other organisations to eventually create a one-stop-shop for anything and everything “Berkswell”. Take a look, and get involved if you can.

HS2 - By the time you are reading this the Council will have submitted its response to the latest HS2 Consultation – on the impact on the environment of the scheme. “Immense” would be our simple response but we are going to great lengths to elaborate on that, and to set the scene for future petitioning. Petitioning is a potentially complex thing to get right, so we will be investing in professional help to ensure we (and individual residents) can petition effectively. More on this in a future issue.

Other development issues continue to arise - Residents made their views very clear at a recent Council meeting in relation to the proposed Duggins Lane development. The Council’s own response echoed these concerns and over 30 objections have now been received by SMBC. We are therefore hopeful that the developer will think again and come back with a more appropriate plan – and one in which the residents have contributed.

A plan is emerging to build a Solar Park at Nailcote Farm which would consist of 80,000 solar panels placed on structures up to 10ft high. More information will become available at a public exhibition which will have been held in February – see next issue for an update.

The Pound Close play equipment has now been removed and ideas on the future use of this land will be discussed at our next meeting on the 27th March – if you have ideas, please come along to discuss them. The land is owned by the Berkswell Estate, but leased by the Parish Council.

Litter Pick time again - Litter-pickers please put 5th and 6th April in your diary for the annual litter picking weekend – more details in the next issue.

HS2
Wednesday 22nd January 2014

HS2 continues to thunder on, with the current Environmental Statement consultation now extended until 10th February as a result of the Government failing to supply all of the documents – 877 pages were 'lost'. Once this consultation has passed the focus will be on the potential to petition the Government.

The Council remains committed to fight for meaningful mitigation so will be petitioning for all issues, not addressed by HS2 – including a tunnel. SMBC will also be petitioning, and we expect them to commit to petition robustly and comprehensively to ensure that those impacted by HS2 do not pay the cost of perceived Borough-wide gain. The Government wants to reduce the number of petitions, so HS2 will attempt to negotiate with potential petitioners. Councillors will meet with HS2 in early February to see how serious these negotiations are, and will report our findings at our meeting on the 13th.

One of the largest developments proposed in Berkswell for some time is now gaining momentum. The planning application for the Duggins Lane development is now in the system. The scheme proposes 29 dwellings for the former factory site. The Council will consider its response to the application as soon as possible. Keep an eye out for dates on our notice boards and website.

Sandie BentonCllr Sandie Benton - The Council regrets to announce that Sandie Benton passed away on Sunday 19th January after a long battle with cancer. Sandie joined the Council in 2009 and served as Chair of the Planning Committee and Responsible Financial Officer. She always made a cheerful and constructive contribution to the running of the Council on behalf of residents of the Parish. It was a pleasure to work with her and she will be greatly missed. Our thoughts are with her family at this difficult time.

Alison Cambage - Ali joins us as a Councillor having been co-opted at our last meeting. As a resident of Meeting House Lane and a senior finance professional Ali will bring fresh insight and skills to the Council, and we are looking forward to working with her.

Sharon Butterworth - Sharon joins us as our new Clerk to the Council, having previously been Office Manager at the Heart of England School. Sharon has extensive administration skills which we will be making full use of! Councillors and our new Clerk are keen to implement some new ideas to make the Council more accessible to residents and more efficient, so watch this space for announcements of some interesting new initiatives.

The Consultation of Compensation closed on 6th December. This is a re-run of an earlier consultation. The Government has been forced to undertake the second consultation as campaigners managed to win a Court victory at which it was stated that the previous consultation was "so unfair as to be unlawful". The question of fairness is at the heart of any compensation scheme, and should be an underlying principle of any national infrastructure project such as HS2. Why should individuals suffer loss if a project is in the national interest? Unfortunately SMBC have rejected calls for a Property Bond scheme based on blight which is favoured by Berkswell Parish Council and have instead opted for scheme with a notional boundary of 200 metres.

Perhaps the precedent this position sets is even more worrying. If other large projects are supported by SMBC then individual residents could face a similar property value loss, without recourse to a compensation scheme that is reasonable and fair. The polluter, it seems, does not now need to pay.

Work continues on the Spirit of Berkswell project and community website. The Council is fully behind this project and hope the developers can get the website live by the end of the year. The aim is to ensure that Berkswell.org becomes the "go to" place for all things community in and around Berkswell.

A further development of this project is the planned reincarnation of the fete. The Church fete is no longer likely to continue in its previous form, and therefore it is felt that a new Parish Fete could be created. The weekend of 14/15 June is pencilled in, which would enable the fete to coincide with the established and very popular Parish Barbeque which is funded by the Parish Council. The plan is that all community groups will be invited to participate in the fete, helping them to raise funds and promote their particular interests. The ethos of the fete is very much in line with that of the Spirit of Berkswell project and is being driven by the Berkswell Society. There is a vacancy on Berkswell Parish Council caused by the resignation of Councillor Andrew Burrow. A bye-election to fill the vacancy will be held if within 14 from the 18th October 2013 ten electors for the parish give notice in writing claiming such an election to the Returning Officer.

The address of the Returning Officer is: Mark Rogers, Solihull Metropolitan Borough Council, Manor Square, Solihull B91 3QB.

If no such notice is given the Parish Council will fill the vacancy by co-option.
